The EIC is glad to announce the Webinar - Colombia's First Offshore Wind Auction: an Overview from MME, ANH and Dimar.
In Colombia, Minister of Mines and Energy Omar Andrés Camacho officially launched the specific terms and conditions of the First Round of Temporary Occupation Permits for offshore wind energy generation. The pre-qualification phase for interested parties is currently underway. The country has set ambitious targets of achieving 7 GW of capacity by 2040 and 13 GW by 2050. This move aligns with Colombia's commitment to a Just Energy Transition.
The auction requires participants with experience in projects of at least 200 MW operative or 1 GW pipeline under development. The process will unfold in four stages over 14 months: pre-qualification, area nomination, evaluation, and formalization. The National Hydrocarbons Agency (ANH) published the specific terms and conditions under its role of process administrator. The period for submitting pre-qualification documents started on December 21, 2023. The auction phase will be held in August 2024, and the qualification results will be announced in November 2024.
To submit their bids, the interested companies must comply with the requirements of the pre-qualification phase. If they fulfill the above and their bids are successful, they will be awarded eight-year temporary occupation permits for specific maritime areas in the coastal-marine zone in the Magdalena, Atlántico, Bolívar, and Sucre (Central Caribbean) departments.
